Subject: Radio taxi right of refusal

Description: Radio taxis that ply in Delhi always ask you where you wish to go, not merely where you wish to be picked up from. And if the destination is too inconvenient as per their standards, they will merrily refuse saying that the cab is not available, even if you place the request a day in advance.
How is this permissible ? A cruising cab cannot refuse a fare, and nor should a radio-cab.
Can you address this please?
